Stabilometer 150-00 was originally developed by Francis Hveem (then of the California Department of Highways) to indicate the relative ability of a bituminous pavement to resist plastic deformation under the action of traffic. For many years the Stabilometer was manufactured by H.F. Smith, now retired. Rainhart Co. has upgraded the Stabilometer, adding many improvements while retaining all pertinent parameters of the test.
